Real estate insurance and home insurance may cover damages caused by flooding in the event of an exceptional rise in water levels or a rise in water level caused by storm wind. 

Exceptional rise in water level means a rise and a water level that is up to a height likely to occur only once every 50 years or less frequently. You can check your local water level and flood situation on the Finnish Environmental Institute website. The website also contains instructions for protecting against flood damage. Read the instructions beforehand as flooding may occur without warning.
